Dr. Chang is Director General of National Space Organization (NSPO) of Taiwan in charge of Taiwan’s space program since 2010. He owns over 20-year professional experience on space systems engineering and program management. Currently, he is responsible for managing two major programs of FORMOSAT-5 and FORMOSAT-7/COSMIC-2 at NSPO.

FORMOSAT-5 is to develop the first indigenous high-resolution remote sensing satellite in Taiwan. He is a precursor to utilize a CMOS detector on a high-resolution EO camera on-board FORMOSAT-5. FORMOSAT-7 is a joint mission of Taiwan/US to deploy a next generation GNSS Radio Occultation satellite constellation system (total 12 satellites) for weather prediction, space weather monitoring, and geodesic research.

Dr. Chang is serving as the Member of International Academy of Astronautics (IAA), the Corresponding Member of the International Academy of Engineering of Russia, and the President of the Aeronautical and Astronautical Society of Taiwan, ROC.
